Gets the PurpleAccountManagerBackend that the user interface wants to use.

Note: This should typically only be called by libpurple. If this returns NULL, then libpurple will not be able to persist accounts.

Type: PurpleAccountManagerBackend

The new account manager backend.

The caller of the method takes ownership of the returned data, and is responsible for freeing it.
The return value can be NULL.
